The RCMP has confirmed that they have recovered what appears to be the remains of a 2nd person.
Civilians found the remains of a 52-year old man from Windsor (N.S.) in an area near Halifax. A second body was discovered by a civilian in a tide area in another county.
In the West Hants regional municipality, four people including two children were reported as missing after the submersion of the vehicles in which they were traveling. Three others managed to get out with the children. In a second car, a man and a youngster were reported as missing.
Medical examiners are helping the police to identify the remains. However, investigators believe that they may belong to the three other missing. Frizzell stated that there have not been any other missing persons reported from the floods.
Frizzell stated that “the second remains…were near a tide system or waterway, and we have reasons to believe that they traveled along these waterways.”
He also confirmed that a second vehicle missing had been located in the submerged area. A RCMP diving team discovered a pickup truck in over 2 metres of water. It was thought to have been the vehicle that the children had used. Frizzell also said that there was a second empty vehicle near the pickup truck.
A series of storms, which began on Friday and lasted into Saturday, caused 250 millimeters in rain to fall across several parts of the province. This led to the collapse of bridges and roads as well as structural damage. According to officials from the province, 25 bridges were damaged and 6 destroyed. There were at least 50 severely damaged roads.
Windsor Premier Tim Houston said to reporters that Monday had been a heartbreaking day.
The floods of 2011 will forever be remembered as a tragedy for all the lives lost.
As industrial pumps emptied the fields, the search began for those who were missing earlier that day.
Abraham Zebian is the mayor of West Hants Regional Municipality. He reported that teams of searchers were pumping 94,000 litres per minute from the fields. Zebian said that the aim was to lower the level of water so people could walk in the area. He stated, “We will stay optimistic until we have some closure.”
Helicopters flew over the scene of the search just near the Meander River. This is a tidal, winding river located close to the location where the people missing were last seen.
On Saturday morning, Paul Johnston was walking down his driveway when he noticed knee-deep waters rushing on the road. The search took place mainly on Johnston’s haylands.
He said, “On Saturday morning we gradually realized that there had been a terrible incident in the neighborhood (at the house where the last sighting of the children was).”
We are only concerned about the children and other people who have been lost. “I’ve lived here for years and never witnessed anything so devastating.”
He speculated, using his local knowledge, that the Meander River had become a torrent due to rising tides.
As rivers do every day, the river found that it was possible to escape from those peoples’ property into their hayfields. This created the huge current that crossed the road.
The floodwaters were mostly gone by Sunday but they had left behind damaged roads and washed-out bridges across the province. As owners assessed damage, generators were heard in several businesses located in Bedford, a Halifax suburb. The water had left a red-brown dust on everything it touched.
Chang says he has cleaned his tropical fish shop twice. Once after Sackville River had left 30cm of water on his shelves on Saturday, and then again when the levels rose briefly and dropped again on Sunday.
The floods have damaged the inventory of Chang’s shop, as well as boxes and other equipment. However, his exotic fish were spared. Chang stated that the flooding has been “non-stop”.
John Mills’ Quarterback Mobile performed better than other businesses by taking in only a few inches more water. Mills took advantage of the warm afternoon to install carpets to avoid mould.

Canadian National Railway Co. had to deal with an extensive washout on a part of their main line, about 90 km north of Halifax. A washed out culvert has caused a stretch of track to sink over a large ditch, disrupting both freight and passenger traffic. Due to the travel alert, no bookings will be available until Friday between Halifax and Moncton.
Canada Post has also suspended the delivery of mail in this province, until an area that is safer can be identified.
The provincial authorities declared an emergency state on Saturday. It will last until August 5. Bill Blair, the federal minister of Emergency Preparedness and Response, approved Sunday’s provincial request to continue assistance.
