The Village Council heard Tuesday from a resident of Hallock Avenue about water damage to her house caused by a water leak in an alleyway nearby.
Linda Horsburgh, of 209 Hallock Ave. in New York City said that a 6-inch pipe broke near her house and flooded her basement. Water entered through a side window, burst into a windowwell, and then entered the basement. The mortar was damaged.
Horsburgh is a Mingo Junction resident of 32 years. “My basement had 6 inches worth of mud on the first two sections,” he said. Thank goodness it did not reach the third section because there is my furnace, and all other equipment. “I had water almost up to my knees.”
Horsburgh has said that she’s had water issues in the past. She has repeatedly asked the service department of the village to install drainage next to her alley which is at the same level as her yard.
Horsburgh stated, “I cannot sell this home with this much water damage.” It’s been repaired but it will continue to be damaged.
Horsburgh added that the water from the leak “totally destroyed” the garage’s foundation, which would add to the costs of replacing the foundation. Horsburgh had her basement damaged repaired by private individuals at a cost of between $3,500 to $4,000 she stated.
Horsburgh claims that her insurer told her the village was exempted from payment for damage.
Bob Smith, the village administrator, said that this was the very first time he heard of a water issue in an alley. The village’s insurance company claimed exemption. He said that the village should pay or help pay the damages.
Smith said, “I disagree with my insurance company about this, but… I cannot make them pay,” adding later that he would contact the company once more. Smith requested that Horsburgh provide her own insurance company’s report on the damages to refer to when speaking to the company.
Smith also expressed his dissatisfaction about the billing issues that plagued Muni-Link’s village water billing system. He added that the village had a contract for this system.
Smith stated that the water bill due date has been pushed back to November 8 because of Muni-Link implementation issues. Smith announced on Facebook that, by November 17, the village would try to get “all meters being read and all bills issued for the next billing period.”
Smith asked for patience. As with any new system we’ve had some setbacks. But hopefully, the problem will be solved before the next bill cycle.
Adam Peeler, a councilman from the village of Water and Sewer Board said that he attended a meeting on October 13 where the Muni-Link System was discussed. Peeler said it was difficult to quantify the “return on investment” of the Muni-Link system.
